Paderborn/Lippstadt Airport, a key transport hub in Germany’s East Westphalia-Lippe region, has upgraded its video surveillance system to comply with the German Aviation Security Act (LuftSiG).

In collaboration with systems integrator Horn Sicherheitstechnik, Dallmeier electronic developed a scalable solution integrating IP-based technologies like the Panomera® multifocal sensor system. This approach allows gradual migration from existing analogue systems, ensuring compliance with all security and data protection standards.

The airport is a vital link for around six million people and supports a range of operations from scheduled flights to private aviation and cargo traffic. It is crucial for the facility to uphold legal standards through the Aviation Security Act, GDPR, and the NIS-2 Directive to ensure smooth operations. The recent upgrade addresses these requirements by enhancing surveillance capabilities across key areas including the 65,000 square metre apron and various access zones.

The decision to revamp the video infrastructure reflects increased regulatory demands and evolving technology. With a hybrid system architecture at its core, the project integrates modern IP cameras with existing analogue components. The implementation involved Dallmeier video recording appliances like DMS 2400 and IPS 10000, enabling efficient operation across both technologies. Diverse camera models handle surveillance, ensuring comprehensive coverage with a reduced camera count, thanks in part to the Panomera® systems.

Video management is executed through SeMSy® Compact paired with SeMSy® Event Manager for efficient alarm handling, particularly in aviation security zones. The system’s hybrid nature permits selective infrastructure expansion while ensuring comprehensive compliance to statutory sections of the LuftSiG. Notably, the flexible system configuration has reduced costs linked to installation, operation, and maintenance, with modular design offering long-term adaptation potential.

Dallmeier’s solution adheres to GDPR and NIS-2 standards, ensuring robust data protection and IT security. The system’s design anticipates future technological requirements, incorporating AI-driven tools like Dallmeier’s “Attribute Finder” for ongoing process optimisation. Dallmeier’s ISO certification underscores its commitment to the highest standards in managing sensitive data and providing transparency.

The airport’s project illustrates successful integration of advanced video technology with legacy systems, facilitated by close cooperation among stakeholders. Dallmeier’s PlanD tool provided essential project planning and execution reliability. Horn Sicherheitstechnik’s involvement ensured the alignment of all technical aspects with operational objectives, marking a significant deployment of modern security solutions in a critical infrastructure setting.
